The packet arrives on January 14th. The date is the thing that is the not-coincidence because the state does not do the thing that is the coincidence. The state does the thing that is the calendar. January 14th is Kimo's birthday. He is two years old today. The packet is the thing that is the manila and the manila is the thing that is the familiar — the same Florida Department of Health letterhead, the same institutional language, the same return address. But the language inside is not the same. The language is the thing that is the escalated.
Lena reads it standing in the stairwell. The reading is the thing that is the slow because the slow is the thing that says the words matter. The words are: comprehensive multidisciplinary evaluation. The words are: educational neglect. The words are: failure to enroll in accredited early education program. The words are: home environment assessment. The words are not the thing that is the routine. The words are the thing that is the world pushing harder.
She walks upstairs. Kimo is on the balcony. He is standing at the whiteboard, 296 pounds, 63 inches, two years old today. The whiteboard is the thing that is the dense — a diagram that started as a water cycle and has become a diagram of water and cement hydration and river erosion and the blood-circulatory-system, all connected by arrows and annotations in his careful handwriting. He is humming. The humming is the thing that is the low.
"Mama's face is the not-okay," Kimo says without turning around. The not-turning is the thing that says the reading is the thing that is the already-done. He read her through the door. Through the stairwell. Through the sound of her feet on the steps.
"The state came back," Lena says. She sits on the concrete. The packet is in her lap. The lap is the thing that is the heavy with paper instead of food.
"When?" Kimo says.
"Today. On your birthday."
Kimo turns from the whiteboard. The turning is the thing that is the slow. His face is the thing that is the not-scared. The not-scared is not the thing that is the brave. The not-scared is the thing that is the already-processed. He processed it before she opened the envelope. He felt the packet's weight in her footsteps.
"The outside pushes on the birthday," he says. "The birthday is the thing that is the Kimo-day. The outside pushes on the Kimo-day. That is the thing that is the not-random. The not-random is the thing that is the message. The message is: we are watching. We are the thing that is the watching-that-pushes."
He walks to her. Sits beside her. 296 pounds on the concrete. He does not touch the packet. He looks at it the way he looks at everything — completely, with his whole body.
"They say educational neglect," Lena says. "They say I'm not enrolling you in school. They want a home environment assessment. They want a multidisciplinary evaluation."
"Educational neglect," Kimo says. The words are the thing that is the tasting. He is tasting the words the way he tastes food — rolling them, testing their weight.
"Neglect is the thing that is the not-giving. Mama is the thing that is the giving. Giving is the library and the whiteboard and the site and the lifting and the Bach and the poetry and the geology and the running and the nails and the concrete. Giving is the everything. The everything is not the not-giving. The everything is the opposite of the not-giving. The word is the thing that is the wrong."
"I know, buddy."
"The word is the outside's word," Kimo says. His voice is the thing that is the steady. The steady is the thing that is the not-angry. Kimo does not do the thing that is the angry because the angry is the thing that is the pushing-back and the pushing-back is the thing that is the wall and Kimo said the wall is the thing that is the against and the against is the thing that is the not-strong. The under is the thing that is the strong.
"What does Mama do?" he says.
"I call Dr. Okafor. I call Ganma. I call the understander and the keeper. The foundation is the thing that is the all-of-us. The all-of-us is the thing that holds."
Kimo nods. The nodding is the thing that is the calm.
"Mama," he says. "The outside is the thing that is the scared. The outside is scared because Kimo is the thing that is the not-in-the-category. The not-in-the-category is the thing that is the not-controllable. The not-controllable is the thing that is the fear. The fear is the thing that becomes the pushing. The pushing is the thing that becomes the words on the paper. The words on the paper are the thing that is the fear-shaped-like-language."
He looks at the packet.
"The fear-shaped-like-language is not the language," he says. "The fear is the thing that is the underneath. The underneath is the thing that is the real. The words are the thing that is the costume. Mama sees the costume. Mama sees the underneath. Seeing both is the thing that is the understanding. Understanding is not the agreeing. Understanding is the thing that is the seeing."
Lena looks at him. Two years old. 296 pounds, 63 inches. Sitting on a concrete balcony, naked, barefoot, explaining the anatomy of institutional fear to his mother on his birthday. She does not cry. The not-crying is not the thing that is the holding-back. The not-crying is the thing that is the not-needed because the not-needed is the thing that says the foundation is the thing that is the holding and the holding is the thing that is the enough.
"Happy birthday, buddy," she says.
"Happy birthday is the thing that is the Mama-word for the Kimo-day," he says. Then, after a pause: "The Kimo-day is the thing that is the good day. The outside is the thing that is the on-the-day. But the day is the thing that is the Kimo's. The outside is on the day but the outside is not the day. The day is the inside. Kimo is the inside."
He stands. Walks to the whiteboard. Picks up the marker. Draws something new in the corner of the water-cement-blood diagram. It is a small figure — a stick figure, but not the flat kind. This one has weight. The weight is the thing that is the circles and the circles are the thing that is the mass. The figure is standing on a line. The line is the thing that is the ground. Above the figure is another line. The second line is the thing that is the pushing. Between the figure and the pushing-line is a space. The space is the thing that is the holding. He writes one word in the space: UNDER.
"Under is the thing that is the Mama," he says. "Under is the thing that is the always-there. The pushing is the thing that is the comes-and-goes. The always-there is the thing that is the stronger."
He puts the marker down. Turns to Lena.
"Now Mama calls," he says. "Now the foundation holds. Now the under is the thing that is the working."
Lena picks up the phone. The picking-up is the thing that is the first call. The first call is Dr. Okafor. The second will be Janet. The third will be Samuel — the watcher, the one who sees what is coming, the one who has been watching from a distance and who will need to watch closer now. The world has pushed. The under is holding. The holding is the thing that is the working.
